Kevin Olifiers, President of the Board | Retired Supply Chain and Logistics Executive

    Kevin Olifiers is a seasoned global supply chain and logistics executive with more than five decades of leadership experience across major multinational organizations, including Eastman Kodak, Singer Sewing Machine, Goodyear Tire & Rubber, and his own firm, Olifiers Consulting, LLC. Throughout his career, he held senior leadership roles, including Vice President of Global Supply Chain and Logistics, where he led large-scale transformations that significantly improved customer service, reduced logistics costs, and optimized inventory performance.

    Kevin brings a global perspective shaped by more than 13 years of international assignments, where he directed complex operations and built high-performing supply chain capabilities across diverse markets. He is recognized for developing strong organizational foundations through people, processes, and systems, and for advancing key corporate management practices such as Sales and Operations Planning (S&OP) and Strategic Quantification Planning.

He holds a bachelor’s degree in economics from Fairleigh Dickinson University and an MBA in Finance from Rochester Institute of Technology.

    Now retired, Kevin remains actively engaged in his community and church. He is a member of St. Paul’s Church in Webster, where he has served as Chairperson of the Pastoral Council, Chairman of the Building Committee, and continues to serve on the Pastoral Council. He also enjoys spending time with his family, including his four daughters, three sons-in-law, and seven grandchildren.

Thomas Nespeca, Vice President of the Board

    Thomas J. Nespeca is treasurer of the New York State School Boards Association. NYSSBA provides advocacy, training and information to school boards in support of their mission to govern the state’s public schools. The NYSSBA board establishes policies to supervise, control and direct the business of the Association.

    Nespeca chairs the board’s Investment Advisory Council. He previously served as NYSSBA’s president, vice president and Area 2 Director, representing school boards in Livingston, Monroe, Ontario, Seneca, Wayne and Yates counties. He is a member of NYSSBA’s Federal Relations Network and State Legislative Network. Effective January 1, 2024, Nespeca was selected as a member of the National School Boards Association Action Committee (NSBAC) Board of Directors.

    Nespeca is a member of the Monroe One BOCES Board. He served on the Webster Board of Education for 17 years and was both president and vice president. He is a member of the Monroe County School Boards Association, having served as president and co-chaired the counties legislative committee.

    Nespeca was a member of the New Yorkers for an On-Time Budget advocacy group. He is also a member of the advisory board for the American Public Education Foundation.

    Nespeca is retired from the Four County School Boards Association, where he served as Executive Director. Tom retired from Carestream Health Inc. in 2018, as the WW Logistics Compliance Manager. He also represented Carestream and Kodak on the Rochester International Business Advisory Council. Tom also retired from Eastman Kodak Company in 2007, prior to assisting with the spinoff startup of Carestream Health.

    Nespeca earned a bachelor’s degree in business management from St. Joseph’s College and a graduate certificate in international business from SUNY Brockport. He is a retired licensed U.S. Customs Broker, granted by the U.S. Department of Treasury, and a certified Six-Sigma management black belt.

    He and his wife Elaine reside in Webster. They have three grown children and three grandchildren.

Dave Cascino, Secretary of the Board

    David P. Cascino is a seasoned financial executive with more than four decades of leadership experience in commercial banking, credit risk management, and organizational development.  As Senior Vice President and Commercial Credit Regional Segment Director for Healthcare Banking at M&T Bank, he provided strategic oversight for a multi-billion-dollar lending portfolio and lead teams responsible for credit governance, risk management, and underwriting excellence.

    Over the course of his career, Dave has developed deep expertise in financial analysis, portfolio management, regulatory compliance, and executive leadership.  He is recognized for building high-performing teams, strengthening risk management frameworks, and guiding complex financial decisions across diverse industries, including healthcare, commercial real estate, and nonprofit organizations.

    In addition to his corporate leadership, David has served as an adjunct business professor for more than 35 years, teaching finance, accounting, marketing, and personal finance at several Western New York colleges and universities.  He holds both a Bachelor of Science in Management/Finance and an MBA in Finance from St. John Fisher University.

    Dave brings a strong commitment to community service and educational advancement through his board leadership and civic involvement.  His combination of executive experience, financial expertise, and dedication to mentoring future leaders provides valuable insight and stewardship to the organizations he serves.

In his spare time, Dave enjoys restoring classic cars and traveling with his family.

Kristine Robertson, Treasurer of the Board

    Kristine is an accomplished financial professional with a strong background in accounting, corporate finance, and tax services. She currently serves as a Staff Accountant at Bonn, Dioguardi & Ray, LLP, where she provides comprehensive corporate and individual tax services.

Prior to public accounting, Kristine spent several years in progressive financial leadership roles at Harris Corporation (now L3Harris Technologies). Most notably as Division Order Forecast Manager, she led a multi-hundred million dollar division forecast process, improved demand planning, and helped implement enterprise database solutions to automate corporate reporting.

Kristine holds a Master of Business Administration from the Simon Business School at the University of Rochester and a Bachelor of Arts in International Business and Economics from SUNY Brockport. Deeply engaged in local school support, her community leadership includes past roles serving as Co-Chair and Treasurer for the Webster Schroeder High School Girls Field Hockey Booster Club and as Treasurer for the Plank Road South Elementary PTSA. Kristine resides in Penfield with her husband and three children, all of whom attended Webster Schroeder High School. 

Steve Leonardo

    Steve Leonardo brings over three decades of financial management and strategic planning experience to the Board. He spent thirty years with L3Harris Technologies (formerly Harris Corporation), ultimately serving as Vice President of Finance and CFO for the Communication Systems segment. 

    Since entering semi-retirement in 2023, Steve has stayed professionally active locally as a part-time financial consultant. In this role, he has provided interim or fractional guidance to business and non-profits.  

    Steve holds a Bachelor of Science in Applied Economics and Business Management from Cornell University and a Master of Business Administration from the Simon Business School at the University of Rochester. Active in local community service, he has also served on the Board of Directors for the Webster Community Chest since April 2025. Steve resides in Webster with his wife, Janice, and enjoys spending time with his family, including his three children—Sara, Emma, and Jason—who are all graduates of the Webster Central School District.

Linda Dioguardi

  Linda Dioguardi has served on the Webster Central School District Board of Education since 2015 and currently serves as vice president. A proud graduate of Webster High School, she has remained deeply connected to the Webster community through her service to the district, PTSA, and other community organizations. Linda also serves on the Board of Directors of the Webster Health and Education Network (WHEN), where she is program chair and helps lead initiatives focused on prevention, education, family engagement, and strengthening connections among Webster students and families.

    Linda earned a Bachelor of Science degree in biology and chemistry from SUNY Oswego and a master’s degree in social work from Roberts Wesleyan College. Her professional background includes more than a decade of experience in social work, with a focus on family support and advocacy. She is passionate about public education and the important role community partnerships can play in creating meaningful opportunities for students. As an ex officio member of the Webster Education Foundation Board, Linda is proud to support the Foundation’s mission to enrich educational opportunities and experiences for all Webster students.

Brian Neenan

    Brian Neenan currently serves as the Superintendent at Webster Central School District.  With experience as a teacher, assistant principal, principal, assistant superintendent, and deputy superintendent, Brian has focused on building relationships and community in each role.  

    His leadership has earned widespread recognition. While principal at Willink Middle School, Brian was named Administrator of the Year by the School Administrators Association of New York State, Region 11, and received the George Vito Administrator of the Year Award for his exceptional dedication to students and staff.

    Brian earned a BA in Mathematics at SUNY Geneseo, followed by a master’s degree from SUNY Brockport and a District Administrator certification from the Massachusetts College of Liberal Arts. 

    Beyond his professional accomplishments, Brian is deeply committed to his community. He is on the Webster Economic Development Alliance Board of Directors, coached HFL – Mendon Youth Baseball and Basketball, served on the Board of Directors for the HFL – Mendon Youth Baseball, is a member of the Rochester Chamber of Commerce Board of Directors, is a member of the Webster Chamber of Commerce, and volunteers as an usher and communion minister at St. Catherine of Siena Church. 

Brian Freeman

    Brian Freeman is an accomplished educational leader and financial executive with a robust background in school business administration and instructional leadership. He currently serves as the Assistant Superintendent for Business at the Webster Central School District. His extensive administrative portfolio also includes providing fiscal and operational oversight for $200 million in capital improvement projects. Prior to his current role, he demonstrated a strong track record of financial stewardship in positions including Director of Business Services for the Cortland Enlarged City School District and Shared Business Administrator through Onondaga-Cortland-Madison BOCES. 

    In addition to his district-level leadership, Mr. Freeman is deeply invested in higher education and the advancement of his profession. Since January 2021, he has served as the School District Business Leader Program Coordinator at SUNY Brockport, where he successfully transitioned the program to a 100% online format and increased enrollment by 300%. His multifaceted career is built upon a strong educational foundation; he holds a C.A.S. in School Business Administration, a Master of Business Administration in Marketing Management, a Master's in Adolescence Education, and a Bachelor of Arts in History. A recognized expert in his field, he is a NYSASBO Dr. Joan Colvin Award winner and frequently serves as a presenter, trainer, and mentor for educational finance professionals and school board members across the region. 

Erin Land

    Erin Land is an educational leader currently serving as the Deputy Superintendent at Webster Central School District. With over 25 years of experience in public education, Erin has dedicated her career to fostering student-first learning environments, driving academic achievement, and supporting whole-child development.

    Erin’s leadership path spans key roles across PK–12 education. Prior to her current role, she served as the district’s Assistant Superintendent for Instruction, Director of Elementary Education, COVID Coordinator, and Principal of Klem South Elementary School. Throughout her administrative tenure, she has prioritized collaborative leadership, data-informed instructional design, and building strong family-school partnerships. Her expansive background also includes serving as Co-Director of the Webster Professional Development Center, K–12 Library Curriculum Coordinator, School Library Media Specialist, and classroom teacher. Additionally, she was a Graduate Instructor in literacy at St. John Fisher College.

    Erin holds a Bachelor of Science in Elementary Education and a Bachelor of Arts in English from St. John Fisher College. She earned a Master of Library Science from the State University of New York at Buffalo, as well as her School Administrator/Supervisor and School District Administrator certifications from SUNY Brockport.
